Federal Grants Overview

Billions of dollars are invested in grants every year by various federal agencies and institutions in the United States. The federal government awards hundreds of billions of dollars in grants to state and local governments annually, helping to finance a broad range of services, including health care, education, social services, infrastructure, and public safety.In fiscal year 2021, the federal government directly transferred $988 billion to state governments and $133 billion to local governments. These funds accounted for 18 percent of the federal government's budget and 27 percent of combined state and local governments' general revenues.

Types of Federal Grants

There are two main types of federal grants in the United States:

  1. Categorical grants: These are restricted to a narrow purpose, such as providing nutrition under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
  2. Block grants: These give governments more latitude in spending decisions and meeting program objectives. For example, states set eligibility requirements within federal parameters for the Temporary Assistance for Needy Families (TANF) program.

Finding Federal Grants

The Grants.gov website serves as a centralized location for grant seekers to find and apply for federal funding opportunities. The site is managed by the Department of Health and Human Services and provides access to approximately $120 billion in annual awards.

Challenges in Accessing Federal Grants

Despite the availability of substantial funding, many organizations and communities face challenges in accessing federal grants:

  1. Capacity issues: Financial and resource limitations can make it harder to access grants.
  2. Burdensome requirements: Managing grants often involves complex processes that can make programs more expensive to administer.
  3. Lack of experience: For groups without experience with federal funding, applying can be overwhelming.

Improving Grant Accessibility

To address these challenges, some agencies are taking steps to make grants more accessible:

  1. The U.S. Forest Service waived all non-statute required match requirements for tribes and underserved communities in 2022.
  2. There are ongoing efforts to streamline grants management and reduce recipient burden.
